          Is there a way through powerhome to program an Insteon KPL button to send a command to an X10 device.  I would like it to work without having Powerhome running.

          Yes.  You can set any button on a KPL to send an X10 command.  Take a look at the KPL user guide at the following link.  The X10 stuff starts on page 25.  http://www.smarthome.com/manuals/2486d.pdf

 PowerHome cannot assign an X10 command to a KPL secondary button, only the primary button.  However, you should be able to do this manually without a problem.

 How would I program a primary KPL button or Switchlinc to send out an x10 command using power-home?

          I got the x10 command on a 6 button KPL through powerhome and it works using the big on off buttons.

 If you use PowerHome to program the primary X10 address of an 8 button KPL, then button 1 (top left) will be the one that sends the X10 commands.
 
 The KPL allows you to program the X10 address directly from the KPL config utility and requires no special actions.
 
 To program a SwitchLinc with an X10 address, set the "Desired X10 Address" column in Insteon Explorer under the "Devices" tab.  Make sure that "Write Level/Ramp/X10" is checked, save your changes, and watch the Pending Operations and Completed Operations windows to see when PowerHome is done.  Once completed, you still MUST cycle the power to the switch in order for the change to take effect (a SmartHome limitation, not a PowerHome one).  This can be done by flipping the breaker or pulling the airgap on a switchlinc.
 
 An easier method may be to just place the SwitchLinc (and KPL secondary buttons) in "Link" mode and then sending the desired X10 address (I think it's 5 times) using the PowerHome virtual palmpad with the Insteon PowerLinc sending the X10.
